New Apartment Building Proposed in District Five
At the next city council meeting (July 14), there will be a vote on a rezoning of 203 New London Road from from RM (Residential Multi-Family Dwellings – Garden Apartments) to BLR (Business Limited Residential). This is on 896 just west of Terry Manor.
The owner is requesting the rezoning to add an additional three-unit apartment building to the currently existing four-unit apartment building.

This has gone through the Planning Commission and has been sent to council with a unanimous recommendation along with a few conditions.

I have heard from a few people with concerns regarding additional traffic and student partying that could result from this project. I found growth and development to be a big issue in our district during my listening tour canvass.
Please let me know your thoughts about this project. As a rezoning, the city has discretion to reject or approve this bill.

I have lived in Northgate Commons 11 years, and watched as the house on the corner of New London Road and Andrews Way burned to the ground on July 3rd after student partying with firecrackers. The neighborhood of Northgate Commons is actually very luck in that the majority of the owners are residents, and >50. We have only one rental unit and, fortunately, it is being rented by an employee of the Marriott and her students at UD. I think the traffic concern at the corner needs to be addressed (although that’s a separate issue) with the new development coming at the Newark Country Club. But I also think that if we continue to allow builders to build rental units up New London Road the neighborhoods of Newark full-time residents will pay the price and, ultimately, Newark will lose those residents to more rentals. These folks are planning on retiring here. The neighborhood is quiet and friendly. I ask that you vote against the expansion. Have the builder put in some type of general use facility instead like a gym for area residents to use or sell it to the city for a community center or senior center. Help stop the rental crawl up New London Road. I know many of my neighbors feel the same. Thanks, Ezra.

I agree with Mary Ann Sawyer’s comment about the rental “crawl” up 896. I don’t think it is ultimately in the best interest of the community and will, over time, change that part of our district as we know it.
I totally agree with the preceeding. I have lived in Newark for a long time and would like to retire here. We have a safe and beautiful area; I live in Fairfield Crest and am happy with the low crime and low rental rates. I also ask that you vote against this plan, we already have substantial areas of the city that are comprised of student rentals and I do not think that it is in the best interest of the Community to continue the rental “crawl”, either. I have lived in Newark for 15 years and seen Newark undergo what I consider an unpleasant transformation. There are so many rental units now on 896 it’s getting similar to Cleveland Ave. And many more parties. The traffic is worse than ever. Isn’t there a zoning restriction concerning the distance between 2 buildings? Or lot size for 2 buildings? I can understand the owners motivation
for proposing this project {greed}, but I can’t understand the planning board and their decisions. Thank you, Ezra for having the forsightedness to pose concerns about storm water run-off etc.I hope the council rejects this proposal.
